The Entrepreneurial Aspect of Administrative Obstacles

The administrative burdens concept, as well as the measures for their reduction are very popular in the Slovene business environment, especially when we discuss the enhancement of the entrepreneurial support environment and encouraging the entrepreneurial intent. Typically, the discourse has a negative connotation, because it labels the administrative burdens as one of the leading reasons for inefficient Slovenian economy. The article presents the theoretical framework of administrative burdens, their (un)importance for the economy and the predominant public policy understanding of their reduction. Based on the empirical research, the authors present how companies actually perceive the administrative burdens concept and whether the prevailing negative public policy discourse results in the perception of “users”. The results indicate that companies perceive the administrative burdens mostly as the unnecessary regulation, which consumes additional time and additional finances; however, the companies perceive the financial component as less important than the time spent for additional activities. In their conclusion, the authors present their own aspect on deregulation and point towards a potential new, multi-layered understanding of administrative burdens in Slovenia.
